Conference Guides for [IEEE-CIS, INNS] conferences : Although this guide was initially set up for IJCNN2019, and was used for IEEE WCCI 2020, hopefully some of the basic information may still help [organising committee members, authors] up to 2023-2025 (assuming a half-life of links and process information of 3-5 years?). The Authors' and Publications menus have been combined, allowing authors to see the Publications Chair perspective as well. I am no longer keeping this up to date. Bill Howell, 11Dec2020

IEEE Letter of Acquisition

The IEEE Conference Application must have been accepted (or at least submitted) before the IEEE Letter of Acquisition can be submitted, but I suggest that you don't wait. Prepare it early, and leave it in "Edit Mode" so that you aren't messing with it if deadlines get compressed.

IEEE Letter of Acquisition (LOA) - This is the normal agreement that allocates the Intellectual Property (copyrights) of the IJCNN2019 to the IEEE, as required for them to publish and post online with IEEE Xplore. I scrutinized the LOA in detail (see the linked file, and I ran Linux diff!), and it is essentially the same, word-by-word, as the IJCNN2017 Anchorage LOA that I signed as Publications Chair. The only differences are changes in 3 links that provide help and instructions, and of course the dates and ISBN numbers.

Memorandum of Understanding (MOU) - If the MOU has been signed (and I assume that it has), then theoretically I believe I can prepare necessary Publications webpages. Perhaps the conference budget is a required [part, predecessor] of the MOU? My experience so far is that even if items like this aren't in place, it may still be possible for me to proceed with the next steps.

Note that the [LOA,MOU] items above are supposed to be done 24-18 months prior to the conference, according to the IEEE "Conference Timeline", but that is much earlier than normal for INNS-IJCNNs?

IEEE Paper Submission [website, system] (Tomasz Cholewo and Regina Legoo) - I'll have to look closely at this, as I have to work with that system (IEEE electronic Copyright forms (eCfs) were a big problem in IJCNN2017, and production of the proceedings uses the paper submission system and conference program to produce the printed program for the conference and the Xplore online proceedings).

IEEE PDF eXpress Plus - allows authors to check that their papers are [formatted, setup, graphics] properly so that the paper won't chock in the system at a later date. The earlier that they can do the test, the less likely they'll run into headaches for final paper submission when time might be short and frustration high if they do have problems. My guess is that this is fast to provide access once the paper submission system is in place.

CrossCheck system for plagiarism - The IEEE Publications advice is : "... Conference organizers are encouraged to use CrossCheck as early as possible during the manuscript review process. ..." Hopefully, I will be able to do do checks on papers every once and a while as they come in before the paper submission deadline, then rapidly around the deadline. High indicators of potential plagiarism can be used to help authors correct their papers, or to allow the Technical Co-Chairs to perhaps put off reviews until a decision is made on a paper (rather than have reviewers work on a questionable paper).

IEEE electronic Copyright form (eCf) - This will be set up, but isn't an immediate priority as it isn't required until around the time of final paper submission.
