Julio Valdes, Ken Tapping, Ljubomir Nikolic -   You are victims with some unknown mistake that I made when setting up the Publications systems for IJCNN2019.   I'm hoping that this won't be as bad as the eCf problem of IJCNN2017 Anchorage!

Three papers have successfully submitted their IEEE electronic Copyright form (eCf) form, but other authors besides yourselves have had problems.  Still other authors had problems running their papers through IEEE PDF xPress (xPress). 
  1. I assume that you have tried several times to submit the IEEE electronic Copyright form (eCf) form.   Please try it once more, and provide Chul and I with the data you entered, and any error messages.  Perhaps
  2. What conference number did you use?  It should be 46175 (or 46175X).  Try 46175 first, and let me know if either of those help.  Chul Sung just tested the system with a paper, but had been using the wrong conference #.
  3. Were you successful in doing an xPress check of your papers?  This is important for us to know.
  4. Julio, Ken - have you had similar problems with your other papers? (see "Valdes' papers" below).
Unlike IJCNN2019, we are trying not to do eCf submissions manually (which cost me 2 to 3 weeks full time work for ~200 papers or something like that), but at least Chul Sung  has your file (IEEE-copyright-IJCNN2019-PID5815197.pdf), so that if we have to do this manually, it can be done at a later date, and your eCf file is proof of having done that step.


Julio Valdes -  I didn't make it to WCCI2018 Rio de Janiero (money challenges with aging parents and a sisters' end-of career challenges with cut-backs in the Alberta self-destruct economy).  Fingers crossed that I will make it to IJCNN2019 Budapest!  You don't have any papers on "Extreme Learning Machines" this year.  Are you still pursuing that toolset or Echo State Networks?  (I assume that your "Generalised neuron" is still a pursuit). 

Ken Tapping -  An uncle of mine (Ken Wylie) died in Penticton two weeks ago, but an "open celebration" for non-immediate family will be held 24Aug2019, so I'll be attending that.  Did you retire to Ontario yet (wine's probably better in the Okanagan anyways)?
A keen interest of mine over the last 6 or so years is the progress of the "SAFIRE project -  Experimental testing of an electric model of the Sun" project in Toronto (see the section below my signature block).  If you've run across it, I would like to know your opinions.
Ljubomir -  From your website http://www.goc411.ca/en/104023/Ljubomir-Nikolic it doesn't appear that ?Alek Tretchienchov's? wife is still at the geomag lab?  Seems like you may be taking the place of David Thompson of Queen's University, who I assume retired some years ago?
Do you have any experience with "fractional order calculus"?  I first ran into it 2 decades ago when Reading Mandelbrot's book "The Misbehaviour of markets", but I didn't recognize what he meant by multi-fractals (fractal time - which he said was the real power).  Oddly enough, I first ran into it about 6 six years ago in several papers I reviewed for the "Neural Networks" journal on control theory!

A different issue is "fractional quantum levels of electrons", which I've read into based on the work of [Bill Lucas, Randell Mills] especially.  Astronomy is an important theme among others for both of them.

Anyways, let's see if we can get the eCf form to work!

SAFIRE project -  Experimental testing of an electric model of the Sun

This is completely different from the Standard Model of the Sun, a bit outlandish, but with a painstakingly thorough approach and some pretty amazing results, based on [entirely private , small] funding.   They have beautiful control over nested plasma shells, vacuum electric gradients that aren't supposed to exist, and "extra material" that could possibly be indicative of low [temperature, pressure] fusion (they're not saying that, as it will take time to rule out other possibilities).

Below are my quick notes of two of the videos I've watched in recent years.  They've also produced some papers.

20:36 Types of SAFIRE plasmas :
increasing power levels ->
[dark quiescent, tufts, moving tufts, double layers, quiescent, asymetric double layers, high intensity]

DOX (Design of Xperiments? - conclusions or observations?
- Prior to formation of double layers the plasma is not stable
- The formation of double layers causes the plasma to stabilize  (can't crank voltage - plasma won't acccept it?)
- The response being the trapping of ions and electrons within the double layers
- A complete change of volume and current relationship

Anomalous damage to equipment (Lowell Morgan radiation analysis) :
- discharge in chamber is transparent to visible light but UV light (10 eV) 60,000 times slower to pass

Thermodynamics, CFD,
- gravitational forces are negligible in SAFIRE

Indications of nuclear transmutations?
- elements appear that are nowhere in materials of [gases, electrodes, probes, instrumentation, vessel, etc]

Electron T much higher away from electrode - like sun photosphere - chromosphere

Concept of T is wrong for plasmas?

SAFIRE model scaled up 10^24 : yields reasonable estimate of solar size for known solar irradiance (1/10th of actual R, 1/100  area)!?!

Don't need cathode with SAFIRE?  plasma electrons pulled in?
