Conference Guides for [IEEE-CIS, INNS] conferences : Although this guide was initially set up for IJCNN2019, and was used for IEEE WCCI 2020, hopefully some of the basic information may still help [organising committee members, authors] up to 2023-2025 (assuming a half-life of links and process information of 3-5 years?). IEEE-CIS ListServe subscriptions

Introduction :

The IEEE Computational Intelligence Society (IEEE-CIS) [sole,co]-sponsors a large number of [conferences, symposia, workshops, etc] (referred to generically as "conferences" in the rest of the web-page). Starting with WCCI2020, a number of IEEE ListServers have been set up so that recipients may [sub, unsub]-scribe to the conferences for which they will receive publicity mass emails. As of summer 2019, only the WCCI2020 ListServer is actually being used, but the lists will be available to other conferences for their future use if they decide to use them.

Note that a basic IEEE-CIS policy is that a maximum of 8 mass emails are allowed to publicize any conference, with one or perhaps two additional emails being allowed by the IEEE-CIS President for exceptional situations. Additional emails mostly arise where serious mistakes have been made in emails, or special issues arise requiring one more email.

Changes to subscriptions

Click on this mailto link to [sub, unsub]-scribe to the IEEE-CIS publicity ListServers. Make sure that the "From:" address in the email you are sending has the correct email address that should [yes,no] receive the publicity mass emails!

Notes :

The list of IEEE-CIS conferences above is drastically incomplete as of summer2019. There are a large number of other IEEE-CIS [conferences, symposia, workshops, etc].
Each IEEE ListServer is used independently, meaning that :
- even though the WCCI conference includes [IJCNN, CEC, FUZZ], the latter lists are NOT used for WCCI mass emails. You must subscribe separately to the WCCI ListServer to receive WCCI publicity mass emails.
- You must be subscribed to each of [IJCNN, CEC, FUZZ] to receive publicity emails for those conferences in odd-numbered years when there is no WCCI. Being subscribed to WCCI does NOT give you those emails.
- Likewise, [SSCI, CIBBI] do NOT use the [WCCI, IJCNN, CEC, FUZZ] ListServers.
The "publicity" lists above are NOT publicly shown in the list of IEEE ListServers

Multiple email addresses and other problems

Many people use multiple email addresses over time that will receive publicity mass emails. In general, the ListServers have no easy way of knowing when multiple email addresses belong to the same person, so recipients must [sub, unsub]-scribe using EACH email address for ALL conferences that affect them (either as unwanted subscriptions, or to be added to conferences for which they don't receive mass emails.

The email below provides a great explanation of some ofthe reasons why you may be having trouble unsubscribing from a ListServer.

No entry for your CaptainHook@BILLHOWELL.CA address could be found on the WCCI2020 list at LISTSERV.IEEE.ORG. Here are a number of possible reasons why you might still be getting mail from the list:

1. You may not be subscribed to this specific list (WCCI2020@LISTSERV.IEEE.ORG) but rather to an unrelated mailing list with the same (or similar) name on another host. Please carefully check the > From and Sender lines of the messages you are getting to ensure that the mail is actually coming from WCCI2020@LISTSERV.IEEE.ORG. If this is not the case, you will have to contact the owners of the correct list.

2. You could be subscribed under a different, but equivalent address. For instance, your site might have a cluster of mail machines that go by the names GOLD.EXAMPLE.COM, SILVER.EXAMPLE.COM and so forth. Depending on how they are configured, you might have sent your original subscription request while logged into the GOLD machine and you may be trying to sign off from the SILVER machine, which LISTSERV would see as two unrelated hosts. Or your ISP may have silently changed the return address on your mail from, say, MAIL.ISP.COM to ISP.COM (or vice versa).

In this case, since the subscriber list for WCCI2020 is not publicly searchable, the only thing you can do is to contact the list owner with a list of possible addresses under which you might be subscribed.

3. You might be subscribed under an equivalent yet different address - for instance, one with explicit gatewaying, or an X.400 address with different ordering of the various components, etc.

Again, since the subscriber list for WCCI2020 is not publicly searchable, the only thing you can do is to contact the list owner with a list of possible addresses under which you might be subscribed.

4. You could be subscribed to the list under another account, from which mail is being automatically forwarded to your CaptainHook@BILLHOWELL.CA account. In that case you should be able to leave the list by resending the signoff request from the account in question.

5. You could be subscribed to the list indirectly, via a "redistribution" list. That is, one of the subscribers to the LISTSERV list is in fact a mailing list, to which you are yourself subscribed (note that this "redistribution" list is not necessarily managed by LISTSERV and, in fact, such lists are often manually maintained, in which case the only way to leave the list is to contact the person who maintains it). Since you are not directly subscribed to WCCI2020, the only way for you to stop getting the postings is to contact the administrators of the "redistribution" list and ask them to sign you off.

You should be able to contact the WCCI2020 list owners by simply replying to this message.

Registering with IEEE ListServer

Subscribers may want the option of changing their "names", and checking occasionally to see which lists they are subscribed to. To subscribe, click on the "login" button on the https://listserv.ieee.org web-page, and enter your email address and a password, to get access. A confirmation will be requested by email.

Setup and administration of the IEEE-CIS ListServers

Although this does not concern subscribers, it may help to know a little bit about the IEEE-CIS ListServers. A number of roles for server administration are given in the "LISTERV documentation" (see the "Further information" section below), but it's worth noting :

SENDERS
- compose an email, and they must check [content, links, mailtos, targeted IEEE-CIS ListServer]
- send it to the intended IEEE-CIS ListServer (eg PUBLICITY-IEEE-CEC@listserv.ieee.org
- check email responses for [inquiries, problems, comments] from the users
- it helps to set up an email filter for the responses (check for cc @listserv.ieee.org)
- must use one of their personal, business] email addresses that has been pre-approved for that ListServer! If not, their emails are simply rejected by the system. You cannot use your other email addresses.
- do not have access to the ListServer management, and cannot view the email lists.
Editors - With the IEEE-CIS ListServers, editors may send publicity mass emails to their ListServer(s), and approve of their send-off. Generally, this will be the one of the Publicity Co-Chairs, who drafts and edits mass emails with input and checking by [General, Program, Publicity] Co-Chairs. Where the email content affects [Special Session, Workshop, Tutorials, Panels] Co-Chairs, they also participate on draft email revisions.
Owners - have administrative rights for the servers. With the IEEE-CIS ListServers, only owners may access and view the subsciber lists, which is far more secure than emailing lists to Publicity Chairs for each conference, plus updates to the lists are handled and passed on properly from year-to-year. Presumably the owners will be multi-year designates from the IEEE-CIS executive? Tomasz Cholewo wou;d also be a "quiet owner" (quiet because he would not have to receive all messages ffrom the IEEE-CIS ListServers), meaning that lists could be updated directly from his conference paper system.

The initial mass email lists plus regular updates come from IEEE-CIS author lists for each of the conferences. Occasionally, publicly available emails or lists from related conferences are also obtained. However, the IEEE-CIS ListServers, allow end-user control of their subscriptions, including new users who learn of the lists.

As of 11Jun2019, the INNS - IEEE-CIS mass email policies.odt need modest updates for the IEEE-CIS ListServer arrangement. The following require updates plus extensive modifications :

REMINDERS : This Authors' Guide is specific to the IEEE conference paper system, and for the most part links to, or repeats, information that is COPYRIGHTED by the IEEE. Keep in mind that the IEEE processes something like 1,800 conferences per year, and delays exceeding a week are to be expected, with longer delays during high-activity parts of the year. So don't wait too long before starting each process!
Author preparations for the conference include (roughly in squence) :

Initial submission of your paper to the IEEE paper review system.
Receipt of an email paper acceptance notification from the Program Co-Chairs via the IEEE paper review system.
Payment of the conference registration fee. At least one of the co-authors must be registered for the conference to present the paper.
IEEE approval of a signed IEEE electronic Copyright form (eCf) (online submission)
Submission and approval of a properly revised final paper.
Travel visa approval, for citizens of countries required to do that by Hungary.
