Conference Guides for [IEEE-CIS, INNS] conferences : Although this guide was initially set up for IJCNN2019, and was used for IEEE WCCI 2020, hopefully some of the basic information may still help [organising committee members, authors] up to 2023-2025 (assuming a half-life of links and process information of 3-5 years?). Blog : Conference Registration
The "Authors' Guide Blogs" (see links in manu near top of page) are in an early draft form, and are being run on a trial basis. Comments are moderated by the Publications Chair before posting, so expect delays of at least a day or so before they appear. Note that emails have been edited - usually by [omitting salutations, endings], but also by omitting material not relevant to the "theme" under which the emails are placed below.

I received my resubmission confirmation email on 2019/3/13,
The following is the registration content part of email:
5. Register for the conference via http://ijcnn.org/registration
IMPORTANT: Each paper must have a corresponding registered author to be
included in the proceedings. Papers that do not have an associated registered author will not be included in the proceedings.
The deadline for author registration is April 1, 2019 so be sure to register by that time to ensure that your paper is included in the proceedings. Registering late may mean that your paper may not appear in the proceedings. Please ensure that you complete your registration early. Each full registration covers a maximum of two papers. Each student registration covers one paper. If an author with full registration wants to cover more than two papers, additional fee must be paid.

Thanks for pointing this out Zhang Chan! General Co-Chair Chrisina Jayne recently responded that :
"... given the need to control costs for attendees, if ALL co-authors are students, then the registration of at least one student will cover the paper. Normally, at least one NON-student is co-author, and in that case the paper counts against their 2 paper per registration limit. ..." (approximate quotation)
The recent response is mid-way between the policies of the [decision notification, resubmission confirmation] emails. At this point, I think that the "mid-way" policy above applies :
If all co-authors are students, and at least one registers, then the paper is covered.
If at least one co-author is NOT a student, then the student registrations cannot cover the paper. It is the non-student(s) registrations that must cover it from their allowance of 2 papers pere registration
I would appreciate it if you could please forward your resubmission confirmation email to me, so that I can take a close look at the date and wording, and get back to Chrisina for clarification, if necessary.

There some question about the registration.
In the first decision notification email note, it said “Each paper requires one full registration (even if all authors of the paper are students, i.e., a student registration does not cover any paper)”, but the new resubmission confirmation email get a different rules :“Each student registration covers one paper.”
We want to know if we can only use student registration.

Regina, Angela - Please see Sun Jiamei's need to pay for the extra page in [his, her] conference registration. I think th website refers to the "Additional papers: $250 each", but does not mention the cost for additional pages (maximum of 2) as was the case for previous IJCNNs.
SUN Jiamei - I'm not sure what you mean by "Travel and Visa block". Authors are responsible for their own travel visa applications. You've probably already seen the conference Visa Information web-page. Additional details are on the Authors' Guide : Travel visas for Hungary.

I'm Jiamei Sun. I got an accepted paper by IJCNN and I registered on March 14.
At that time, the web didn't charge me the fee of one extra page(my paper is 9-page). I input the number of the extra page, it still charged me only 400USD but I need to pay 525 USD.
Another issue is that there was no Travel and Visa block on the web at that time but I need it to apply for the visa.
I have emailed to ijcnn@gmial.com and ijcnn@inns.org about the two issues but got no reply.
My college told me maybe you can help.
May I know whether I need to register again? If so, is the 400USD refundable?
