I have a Logitech that I just tried out by popping it in an USB port, and when I started up Skype, it was just available to use. No need to do anything specific. I'm on 17.3 Cinnamon. Is your webcam the type that connects to USB? What software do you want to use it with? If you don't know which specific line to look for, just copy and paste the entire contents of the terminal window after issuing lsusb.
