In Safari (Sierra), Disable cache did the trick for me while empty cache did not. –

How about adding a '?2' to the tag?
The server should return the same file with or without the '?2', but the browser should see it as a different file and redownload. You can just change this query string whenever the file is changed.

The solution I use is. Using firefox
1. using web developer --> Web Console
2. open the java-script file in new tab.
3. Refresh the new tab you should see your new code.
4. Refresh the original page
5. You should see your changes.

A little late to the party, but if you put this in your html, it will keep your website from updating the cache. It takes the website a little longer to load, but for debugging purposes i like it. Taken from this answer: How to programmatically empty browser cache?

The best way around browsercaches is to append a random number to the path of the js file.
Example in pseudo code:
// generate a random number
int i = Random.Next();
echo "";
This will make sure your browser always reloads the file, because it thinks it's a different file because of the random number in the url.
The server will always return the file and ignore what comes after the '?'.

Using the “CacheViewer” we were able to easily see the contents of our browser’s cache after the webpages finished loading. What if you need to clear your cache immediately without restarting your browser (if the options are set to empty the cache on browser exit)?
Empty Cache Button in Action
Once you install the extension all that you need to do is right click on any of your browser’s toolbars and select “Customise”. Drag the “Toolbar Button” to an appropriate location in your browser’s UI and you are ready to go.

I know this is a very old topic, but Firefox still fails to show code changes after refreshing a page, then viewing the page source. What works for me is when I "View Page Source" in Firefox, I then refresh the newly-opened tab which contains the page source.

Whenever we do some modification to the existing .js and .css files and move them to a production environment, those changes may not get reflected in the browser of the customer who is using our software. This is because those .css and .js files have been cached in the browser. When the user accesses the URL, it will take the cached .js and .css files. That is the reason those new changes will not appear to the user. The user either has to clear the browser cookie & reload the page or else he or she has to do a hard refresh of the page by pressing Ctrl+F5.
But, we cannot ask each and every user to clear the cookie of their browser. We cannot even ask them to go for a hard refresh of the page. So, we can hack this through an approach called Cache Busting.
You can use today's date and time through javascript
I endorse this approach as it helped me from a deployment and code management perspective.
Suppose, I have done some changes today and upgraded the site offline when the client is not using the site. Assume that the client has used the site yesterday and if I append today's date and time as a query string to the path of the file, then it searches for the file with query string equal to today's date and time when the client has loaded the page. Since it doesn't recognize the file in the cache, then it will download the file from the server, hence the user can see the latest version of file.
Here, the user doesn't need to go for a hard refresh through ctl+f5 or deleting the cookie.
Inside the tag load all those files which you think get updated more often.
In the above example, I have created a variable under the script tag and get a datetime value. I am loading a .js file (I am assuming I have to do changes in this file more often) and passing versionUpdate value as a query string value at the end of the path.

You can do it with setAttribute

EDIT: It is also recommended that you use the window.onload to ensure that the DOM has loaded, otherwise you will not be able to access objects within it.
It could be something like this:

The above solutions did not work properly in Firefox, the Object tag doesn't refresh for some reason. My object tags show SVG images.
My working solution for this was to replace the complete Object node with a clone:
var object = document.getElementById(objectID);
object.setAttribute('data', newData);
var clone = object.cloneNode(true);
var parent = object.parentNode;
parent.removeChild(object );
parent.appendChild(clone );

or maybe
document.getElementById("contentarea").object.parentWindow.navigate(url);
The Object element also has a 'readyState' property which can be used to check whether the contained page is 'loading' or 'complete'.

Use the object tag:
foo.inc should include valid HTML.
I tested it on Konqueror, Firefox and Chromium.
Note you must use a separate tag otherwise any content after it gets discarded.

You can do this with HTML alone using Server Side Includes. Simplest example:
index.html
Test
navbar.shtml
What you should never do is use framesets or iframes to do this. https://stackoverflow.com/a/15938545/822711
Please note, this will not work using the file:// protocol, it needs to run on a web server as it would in a live environment. This could be on a private or public server, or localhost using a server running on your computer such as wamp.
