Conference Guides for [IEEE-CIS, INNS] conferences : Although this guide was initially set up for IJCNN2019, and was used for IEEE WCCI 2020, hopefully some of the basic information may still help [organising committee members, authors] up to 2023-2025 (assuming a half-life of links and process information of 3-5 years?). The "Authors' Guide Blogs" (see links in manu near top of page) are in an early draft form, and are being run on a trial basis. Comments are moderated by the Publications Chair before posting, so expect delays of at least a day or so before they appear. I did my own registration yesterday via the IJCNN2019 registration form. It now has a section for requesting invitation letters :

Travel Visa Invitation Letter
Required only if you need an invitation letter for a Travel Visa.
Name as listed on your Passport < here there is a text input block>

In my case, I don't require an invitation letter, but I was forced to do the text inputs anyways. When I completed the process and paid for my registration, I received the following email confirmation :

I did not receive anything mentioning the invitation letter.
Questions - I would appreciate your responses :

Was the text input blocks in the form when you registered?
Have you received an invitation letter, or confirmation that it is being sent out? Has Regina Legoo responded to you by email yet?

It appears to me that Regina Legoo and her colleagues have been working to set up the invitations within the "IJCNN2019 registration form", but that this may not be completed yet. They are probably swamped with other issues as well.

However, this may be too late for you, as I'm sure that you don't want to register (and pay) twice. We hope to get responses soon on the status of the invitation letters. By the way, I've updated the Authors' Guide : Conference registration blog with a series of your emails on the subject, so that other authors can see that we're working on this.

Garimella - Regina's team is working hard to providing a link for a letter request portal on the IJCNN2019 [registration, invitation letters] web-page for early next week. Kui - Please don't use IJCNN_International_Joint_Conference_on_Neural_Nets@BillHowell.ca anymore. I used it to send mass emails to publicize IJCNN2019 and for one special email to authors regarding [PDF eXpress, eCf, paper upload] problems, but I don't get any email back on that email address anymore, so I don't check it regularly. I am a researcher from a Chinese University. I have submitted the final version of our paper, and payed the registration fee by a VISA card for IJCNN 2019. Now, how can I get the invitaion letter? It is said that the passport application will spent nearly three monthes due to elaborate formalities in our organization and the local government. I have to prepare the invitation letter with your signature before the passport application. So could you send me the invitation letter immediately?

My name is Xintong Yu and I am a graduate student from China.

My paper got accepted by IJCNN 2019 and I plan to attend it. I plan to apply for the "Participation at conference" typed visa for Hungary in China, and it requires the "original invitation letter on official company paper with stamp and signature issued by the organizer". I browsed the IJCNN website but found nowhere to acquire an invitation letter. I emailed General Co-Chair and IJCNN 2019 Executive office as told on https://www.ijcnn.org/travel-and-visa yesterday and the day before respectively, but got no reply.

May I ask how can I get the invitation letter from IJCNN to apply for visa? Or shall I apply for the "Tourism" typed visa that does not require any invitation letter?

Invitation letter - I can't find an email from you requesting an invitation letter (it could be buried under a pile of emails somewhere). Did you send it to someone else? We are waiting for a response on the invitation letter question, and I'll try to remember to send you an update when I see it. Please wait a week before contacting me again, as I am flooded with a whole range of requests this week.

Time to apply for a visa - If you are asking about when you should apply for a Hungarian visa, my recommendation is to start as soon as your paper is accepted (now).

If you are asking about how long it takes to get the visa, I simply don't know. There may be a suggestion on the official Hungarian web-pages if you look hard enough (please double check those links, but I don't remember seeing any hard numbers).
I guess the real question is how long it really takes, and what kind of problems authors are encountering this year. I won't know unless authors send their comments to me, which normally doesn't happen until they really have problems, but by then it's sometimes too late to react. Your best defense is to apply now.

Authors' Guide updates - The Authors' Guide blogs are what I can "email blogs", where I can provide direct email responses to authors quickly, but I only occasionally update a blog - usually when it's the subject that authors are currently focused on. Right now my focus is on author problems with [PDF eXpress, eCf], so other subjects are being delayed. Additionally, I am just starting a major upgrade to my [simple, crude] software to set up a WCCI2020 Authors' Guide, which I need to have running soon (hopefully someone else will take over that task).
