Conference Guides for [IEEE-CIS, INNS] conferences : Although this guide was initially set up for IJCNN2019, and was used for IEEE WCCI 2020, hopefully some of the basic information may still help [organising committee members, authors] up to 2023-2025 (assuming a half-life of links and process information of 3-5 years?). Paper reviews - from the authors' perspective

NOTE : Refer to the Reviewers' Guide for information related to your tasks as a paper reviewer, if applicable. The current web-page is a general description of the review process from the authors' perspective.

This webpage will only be of interest to new authors, as experienced authors will be familiar with the peer review process.

Before discussing the peer review process, it is worthwhile to mention that the Program and Technical Co-Chairs do an initial screening of paper submissions for suitability to the conference. These initial criteria include :

Great paper, wrong conference - Even great papers are be filtered out in the screening process if they do not fit the conference themes and topics, albeit [WCCI,IEEE-CEC, IJCNN, IEEE-FUZZ] has been tolerant of innovative papers having some relevance, and that may differ from mainstream thinking. In such cases, the Chairs will often suggest alternate conference better suited to the paper. This can happen with papers from other areas of Computational Intelligence (such as Evolutionary Computation, Fuzzy Systems, particle swarms etc), but such papers can be accepted if they have a neural network component.
Poorly written papers that require a great deal of work - Poor [english, paper structure], missing or incomplete components such as [figures, conclusions, data], and a lack of any novelty (eg. rehashing of previous work in the literature), are some of the reasons for a quick filtering.
Publications Ban - Authors who are still in an INNS or IEEE "publications ban" period for past or current problems.

Peer reviewers

[WCCI,IEEE-CEC, IJCNN, IEEE-FUZZ] apply a single-blinded peer review process for accepting papers (reviewers see the author names, but authors don't see the reviewer names). Both INNS and the IEEE-CIS have an extensive list of reviewers, and submitting authors are also recruited to help with the reviews. Reviewers are selected based on their fields of expertise and track record of reviews, and non-listed reviewers are sought out and recruited where special expertise is lacking. Each paper is to have a minimum of three reviewers, meaning that there usually is a last-minute scramble to find replacements for reviewers who fail to submit their reviews by the deadline.

Conference paper management system and other checks

The IEEE conference paper system, managed by [WCCI,IEEE-CEC, IJCNN, IEEE-FUZZ] Web Reviews Chair Tomasz Cholewo of Lexmark (he's been doing this for many IEEE conferences for years), tracks [author contact information, paper submissions, reviews, reviewers, eCfs, acceptance], Conference registration is confirmed by INNS Conference manager Regina Leggo of Association Resources, Washington DC. IEEE Cross-Check is done by the Technical Co-Chairs, and potential violations are discussed with "IEEE Meetings, Conferences, Evnts" (IEEE-MCE) staff.

Rejection of papers AFTER acceptance

After peer review and paper acceptance, papers may still be rejected if (for each item below, see the appropriate see the menu item above unless otherwise indicated) :

authors are unable to fix them to pass the "IEEE PDF eXpress Plus" [format, setup] tests
papers fail the "IEEE Cross Check" test for plagiarism and self-plagiarism
An "IEEE electronic Copyright form" (eCf) is not received by the registration deadline
At least one of the co-authors has not registered for the conference by the registration deadline. There is a limit of ?2? papers per registered author, after which a fee is must be paid for additional papers.
Authors who are still in an INNS or IEEE "publications ban" period for past (even recent) problems.

Best Paper Awards

The INNS and IEEE-CIS are eager to recognize exceptional authors and scientific work. These include :

Best [overall, student] paper awards for the [WCCI,IEEE-CEC, IJCNN, IEEE-FUZZ] conference - are selected by the [General, Program, Technical] Chairs largely based on reviewer ratings, plus specific (usually reviewer) recommendations to consider a paper for an award.
Career acheivement awards - from both the INNS and IEEE-CIS, which are presented at the conference banquet.

Please take the time to recommend papers that you think are worthy of notice!

There are a number of excellent descriptions and training videos that explain the peer review process. They can help young authors better understand the process, and to be patient and not gt overly upset and discouraged when a paper is rejected. After all, that happens to the best of scientists!

The "Authors' Guide Blogs" (see links in manu near top of page) are in an early draft form, and are being run on a trial basis. Comments are moderated by the Publications Chair before posting, so expect delays of at least a day or so before they appear. Note that emails have been edited - usually by [omitting salutations, endings], but also by omitting material not relevant to the "theme" under which the emails are placed below.

REMINDERS : This Authors' Guide is specific to the IEEE conference paper system, and for the most part links to, or repeats, information that is COPYRIGHTED by the IEEE. Keep in mind that the IEEE processes something like 1,800 conferences per year, and delays exceeding a week are to be expected, with longer delays during high-activity parts of the year. So don't wait too long before starting each process!
Author preparations for the conference include (roughly in squence) :

Initial submission of your paper to the IEEE paper review system.
Receipt of an email paper acceptance notification from the Program Co-Chairs via the IEEE paper review system.
Payment of the conference registration fee. At least one of the co-authors must be registered for the conference to present the paper.
IEEE approval of a signed IEEE electronic Copyright form (eCf) (online submission)
Submission and approval of a properly revised final paper.
Travel visa approval, for citizens of countries required to do that by Hungary.
